Narrative:
When commencing STAR (blunt 4) from over air to cvg. Center instructed to cross 35 NM west air at FL310. Aircraft was at cruise altitude FL410. FMS loaded with crossing restriction. FMS route had been loaded by captain and doublechked by first officer, per normal procedures, during preflight. Shortly after passing air, ZID gave a heading change from approximately 240 degrees to 290 degrees. The aircraft had been flying the FMS route. The first officer and myself felt that the center had given a clearance direct to blunt. After indianapolis instructed to turn right heading 290 degrees and questioned our routing, I and the first officer were not certain whether we should have been proceeding direct blunt or that the FMS had dumped the route when we put the crossing restriction in the FMS. Upon arrival at cvg I called indianapolis and cleveland ctrs. Indianapolis was not aware of any problem and ZOB supervisor stated that the situation had been taken care of. Cleveland stated that aircraft must fly the entire STAR for handoffs to indianapolis and his controller should not have cleared our flight direct blunt.
Original NASA ASRS Text
Title: ACR X NON ADHERENCE TO ATC CLRNC. RTE DEV. PLTDEV.
Narrative: WHEN COMMENCING STAR (BLUNT 4) FROM OVER AIR TO CVG. CTR INSTRUCTED TO CROSS 35 NM W AIR AT FL310. ACFT WAS AT CRUISE ALT FL410. FMS LOADED WITH XING RESTRICTION. FMS RTE HAD BEEN LOADED BY CAPT AND DOUBLECHKED BY FO, PER NORMAL PROCS, DURING PREFLT. SHORTLY AFTER PASSING AIR, ZID GAVE A HDG CHANGE FROM APPROX 240 DEGS TO 290 DEGS. THE ACFT HAD BEEN FLYING THE FMS RTE. THE FO AND MYSELF FELT THAT THE CTR HAD GIVEN A CLRNC DIRECT TO BLUNT. AFTER INDIANAPOLIS INSTRUCTED TO TURN R HDG 290 DEGS AND QUESTIONED OUR RTING, I AND THE FO WERE NOT CERTAIN WHETHER WE SHOULD HAVE BEEN PROCEEDING DIRECT BLUNT OR THAT THE FMS HAD DUMPED THE RTE WHEN WE PUT THE XING RESTRICTION IN THE FMS. UPON ARR AT CVG I CALLED INDIANAPOLIS AND CLEVELAND CTRS. INDIANAPOLIS WAS NOT AWARE OF ANY PROBLEM AND ZOB SUPVR STATED THAT THE SITUATION HAD BEEN TAKEN CARE OF. CLEVELAND STATED THAT ACFT MUST FLY THE ENTIRE STAR FOR HDOFS TO INDIANAPOLIS AND HIS CTLR SHOULD NOT HAVE CLRED OUR FLT DIRECT BLUNT.
