This is the second of 2 almost identical icing reports. The other report is included. From yip to ict at quincy within 20 mi of incident 1 week before, called in with slight clear icing in cloud top. Controller, as before, said 'I have not received any icing reports.' she was prompt and courteous but, again, I received the impression that the controller did not understand the discrete nature of clear ice and that an airplane can pick up ice at an altitude at which no other aircraft is icing. Maybe I am making too much of this. But icing is areas where no ice is forecast or reported is possible. And obviously the reverse: no ice where ice is forecast. Please note, none of this is a criticism of the way the controller's handled the situation.

Title: SMA ON IFR FLT PLAN GIVE PIREP OF CLR ICE. FEELS CTLR RESPONSE INADEQUATE.
Narrative: THIS IS THE SECOND OF 2 ALMOST IDENTICAL ICING RPTS. THE OTHER RPT IS INCLUDED. FROM YIP TO ICT AT QUINCY WITHIN 20 MI OF INCIDENT 1 WEEK BEFORE, CALLED IN WITH SLIGHT CLR ICING IN CLOUD TOP. CTLR, AS BEFORE, SAID 'I HAVE NOT RECEIVED ANY ICING RPTS.' SHE WAS PROMPT AND COURTEOUS BUT, AGAIN, I RECEIVED THE IMPRESSION THAT THE CTLR DID NOT UNDERSTAND THE DISCRETE NATURE OF CLR ICE AND THAT AN AIRPLANE CAN PICK UP ICE AT AN ALT AT WHICH NO OTHER ACFT IS ICING. MAYBE I AM MAKING TOO MUCH OF THIS. BUT ICING IS AREAS WHERE NO ICE IS FORECAST OR RPTED IS POSSIBLE. AND OBVIOUSLY THE REVERSE: NO ICE WHERE ICE IS FORECAST.
