Narrative:
The local traffic was quite busy, with approximately 5-6 aircraft in the patterns and several waiting to depart. I was released for takeoff by clearance delivery (baltimore) and felt the need to get going. I was waiting for an aircraft rolling out to exit onto a taxiway, while another was turning final. I again looked at the aircraft on final which appeared about a mi out. I immediately moved onto the runway and departed. I must have misjudged the distance/speed of the approaching aircraft, since I forced him to abort his landing and go around. I'm sure a little more conservative approach to my departure would have eliminated this conflict. Departing on an instrument flight plan at a busy uncontrolled airport during VFR conditions might keep ATC waiting a little longer than they would like, but a safe departure is paramount. Why I hurried, might partly be a result of having received a full route clearance change prior to takeoff. I felt a little hurried pulling out the en route charts and changing all the naval aids and frequencys when I should have been concentrating on my departure.

Title: NMAC.
Narrative: THE LCL TFC WAS QUITE BUSY, WITH APPROX 5-6 ACFT IN THE PATTERNS AND SEVERAL WAITING TO DEPART. I WAS RELEASED FOR TKOF BY CLRNC DELIVERY (BALTIMORE) AND FELT THE NEED TO GET GOING. I WAS WAITING FOR AN ACFT ROLLING OUT TO EXIT ONTO A TAXIWAY, WHILE ANOTHER WAS TURNING FINAL. I AGAIN LOOKED AT THE ACFT ON FINAL WHICH APPEARED ABOUT A MI OUT. I IMMEDIATELY MOVED ONTO THE RWY AND DEPARTED. I MUST HAVE MISJUDGED THE DISTANCE/SPD OF THE APCHING ACFT, SINCE I FORCED HIM TO ABORT HIS LNDG AND GAR. I'M SURE A LITTLE MORE CONSERVATIVE APCH TO MY DEP WOULD HAVE ELIMINATED THIS CONFLICT. DEPARTING ON AN INST FLT PLAN AT A BUSY UNCTLED ARPT DURING VFR CONDITIONS MIGHT KEEP ATC WAITING A LITTLE LONGER THAN THEY WOULD LIKE, BUT A SAFE DEP IS PARAMOUNT. WHY I HURRIED, MIGHT PARTLY BE A RESULT OF HAVING RECEIVED A FULL RTE CLRNC CHANGE PRIOR TO TKOF. I FELT A LITTLE HURRIED PULLING OUT THE ENRTE CHARTS AND CHANGING ALL THE NAVAL AIDS AND FREQS WHEN I SHOULD HAVE BEEN CONCENTRATING ON MY DEP.
