Narrative:
Air carrier X was traversing the mmn sector at FL220. 2 arrs same company aircraft destined to clear would cross the flight path of air carrier X, both at FL230, first air carrier followed by air carrier Y was given a clearance to cross 15 southwest djb (dryer VORTAC) at 10000 ft. First air carrier did not start his descent to 10000 so a clearance was issued for him to remain at FL230 until he passed air carrier X. Traffic was issued to air carrier Y that air carrier Y was at FL220 and approximately 15 mi. First air carrier was not clear of the j-ring and I issued a descent clearance to what I thought was first air carrier. The clearance that I gave was to air carrier Y who was in conflict with air carrier X. As a note the descent clearance given to air carrier Y was given 6 seconds after I issued the traffic at FL220.

Narrative: ACR X WAS TRAVERSING THE MMN SECTOR AT FL220. 2 ARRS SAME COMPANY ACFT DESTINED TO CLR WOULD CROSS THE FLT PATH OF ACR X, BOTH AT FL230, FIRST ACR FOLLOWED BY ACR Y WAS GIVEN A CLRNC TO CROSS 15 SW DJB (DRYER VORTAC) AT 10000 FT. FIRST ACR DID NOT START HIS DSCNT TO 10000 SO A CLRNC WAS ISSUED FOR HIM TO REMAIN AT FL230 UNTIL HE PASSED ACR X. TFC WAS ISSUED TO ACR Y THAT ACR Y WAS AT FL220 AND APPROX 15 MI. FIRST ACR WAS NOT CLR OF THE J-RING AND I ISSUED A DSCNT CLRNC TO WHAT I THOUGHT WAS FIRST ACR. THE CLRNC THAT I GAVE WAS TO ACR Y WHO WAS IN CONFLICT WITH ACR X. AS A NOTE THE DSCNT CLRNC GIVEN TO ACR Y WAS GIVEN 6 SECONDS AFTER I ISSUED THE TFC AT FL220.
