Narrative:
Level 5000 MSL on departure from fll approximately 13 NM on the mia 350 radial awaiting climb clearance. TCASII picked up numerous targets including a VFR at 12 O'clock level 5500 ft coming towards us. VFR traffic Y began a descent, TCASII issued a RA to descend. Descent was began immediately, ATC was advised of RA and descent. TCASII issued monitor vertical speed, and we leveled 4000 MSL. Single engine aircraft Y passed slightly right overhead. Fortunately the other aircraft had his transponder/mode C on so that TCASII worked. Traffic appeared to be inbound to the mia/fll area. Although outside the mia TCA, it would have helped if the aircraft had been talking to the approach facility even if not landing inside the TCA or to be well established at a lower altitude well before flying under the TCA. If he was talking to a facility it wasn't our departure controller.

Title: TCASII ON ACR LGT X COMMANDS DSCNT DUE CONFLICT WITH SMA Y.
Narrative: LEVEL 5000 MSL ON DEP FROM FLL APPROX 13 NM ON THE MIA 350 RADIAL AWAITING CLB CLRNC. TCASII PICKED UP NUMEROUS TARGETS INCLUDING A VFR AT 12 O'CLOCK LEVEL 5500 FT COMING TOWARDS US. VFR TFC Y BEGAN A DSCNT, TCASII ISSUED A RA TO DSND. DSCNT WAS BEGAN IMMEDIATELY, ATC WAS ADVISED OF RA AND DSCNT. TCASII ISSUED MONITOR VERT SPD, AND WE LEVELED 4000 MSL. SINGLE ENG ACFT Y PASSED SLIGHTLY R OVERHEAD. FORTUNATELY THE OTHER ACFT HAD HIS TRANSPONDER/MODE C ON SO THAT TCASII WORKED. TFC APPEARED TO BE INBOUND TO THE MIA/FLL AREA. ALTHOUGH OUTSIDE THE MIA TCA, IT WOULD HAVE HELPED IF THE ACFT HAD BEEN TALKING TO THE APCH FACILITY EVEN IF NOT LNDG INSIDE THE TCA OR TO BE WELL ESTABLISHED AT A LOWER ALT WELL BEFORE FLYING UNDER THE TCA. IF HE WAS TALKING TO A FACILITY IT WASN'T OUR DEP CTLR.
