Narrative:
On departure from sfo runway 1L captain was flying. We were cleared to 4000 ft before takeoff. I finished after takeoff items and noticed that we hadn't been turned over to departure control. I asked the tower if they wanted us to switch frequencys and he said yes. As I looked over to switch frequencys and was switching, the captain asked about an aircraft at our 12 O'clock. As I looked up I saw the other aircraft and immediately yelled at the captain as I saw he was at 4600 ft when we were cleared to only 4000 ft. At the same time I was just checking in with departure control and the controller said to make an immediate left turn to a heading of 180 degrees. It looked like the other aircraft in question was at 5000 ft. We had our TCASII system turned on but never got any responses from it. I believe an earlier handoff to departure control would have given us an earlier heading which is usually the case, but the altitude deviation by the captain was the result of trying to figure out the porte 8 departure during the turn out. The captain was new on the act and flies only on reserve status.

Title: POTENTIAL CONFLICT LTSS DURING AN ALTDEV ALT OVERSHOT DURING DEP PROC SID.
Narrative: ON DEP FROM SFO RWY 1L CAPT WAS FLYING. WE WERE CLRED TO 4000 FT BEFORE TKOF. I FINISHED AFTER TKOF ITEMS AND NOTICED THAT WE HADN'T BEEN TURNED OVER TO DEP CTL. I ASKED THE TWR IF THEY WANTED US TO SWITCH FREQS AND HE SAID YES. AS I LOOKED OVER TO SWITCH FREQS AND WAS SWITCHING, THE CAPT ASKED ABOUT AN ACFT AT OUR 12 O'CLOCK. AS I LOOKED UP I SAW THE OTHER ACFT AND IMMEDIATELY YELLED AT THE CAPT AS I SAW HE WAS AT 4600 FT WHEN WE WERE CLRED TO ONLY 4000 FT. AT THE SAME TIME I WAS JUST CHKING IN WITH DEP CTL AND THE CTLR SAID TO MAKE AN IMMEDIATE L TURN TO A HDG OF 180 DEGS. IT LOOKED LIKE THE OTHER ACFT IN QUESTION WAS AT 5000 FT. WE HAD OUR TCASII SYS TURNED ON BUT NEVER GOT ANY RESPONSES FROM IT. I BELIEVE AN EARLIER HDOF TO DEP CTL WOULD HAVE GIVEN US AN EARLIER HDG WHICH IS USUALLY THE CASE, BUT THE ALTDEV BY THE CAPT WAS THE RESULT OF TRYING TO FIGURE OUT THE PORTE 8 DEP DURING THE TURN OUT. THE CAPT WAS NEW ON THE ACT AND FLIES ONLY ON RESERVE STATUS.
