Narrative:
During a photo shoot originating at addison airport, addison, tx, extreme pressure to land at location. Authorization had already been given in writing to contractor. Landing with no problems or difficulties. Photo shoot continued, returned to addison without any complaints from ATC or city officials. Area of landing was approximately 150 yards by 200 yards in a fenced vacant parking lot. No obstructions or noise sensitive areas. Callback conversation with reporter revealed the following information: reporter states there was no violation. Someone at the airport knew of a city regulation which they thought was violated. Report of that brought in FAA. Confusion developed over operations being conducted as part 91 or part 135. Lots of inquiries, investigations, then decision that no violation had occurred because it was private property and permission to land had been granted.

Title: HELI ON PHOTO SHOOT ALLEGED TO HAVE VIOLATED AN FAR.
Narrative: DURING A PHOTO SHOOT ORIGINATING AT ADDISON ARPT, ADDISON, TX, EXTREME PRESSURE TO LAND AT LOCATION. AUTHORIZATION HAD ALREADY BEEN GIVEN IN WRITING TO CONTRACTOR. LNDG WITH NO PROBLEMS OR DIFFICULTIES. PHOTO SHOOT CONTINUED, RETURNED TO ADDISON WITHOUT ANY COMPLAINTS FROM ATC OR CITY OFFICIALS. AREA OF LNDG WAS APPROX 150 YARDS BY 200 YARDS IN A FENCED VACANT PARKING LOT. NO OBSTRUCTIONS OR NOISE SENSITIVE AREAS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE WAS NO VIOLATION. SOMEONE AT THE ARPT KNEW OF A CITY REG WHICH THEY THOUGHT WAS VIOLATED. RPT OF THAT BROUGHT IN FAA. CONFUSION DEVELOPED OVER OPS BEING CONDUCTED AS PART 91 OR PART 135. LOTS OF INQUIRIES, INVESTIGATIONS, THEN DECISION THAT NO VIOLATION HAD OCCURRED BECAUSE IT WAS PRIVATE PROPERTY AND PERMISSION TO LAND HAD BEEN GRANTED.
