Narrative:
Totec 7 arrival into phx at 14000 ft MSL. At tus 308 degree/55- 56 mi ATC advised traffic (twin engines parachute jumper aircraft) at 1 O'clock 1000 ft low. Shortly thereafter TCASII sounded off with a TA. That indicated the aircraft was closing our position and climbing. ATC then advised traffic has us in sight. This was immediately followed by a TCASII RA that advised us to climb. Since ATC advised traffic had us in sight. I didn't immediately climb. I, did however, stay south of course to avoid turning into the yet unseen aircraft. Later I noticed the aircraft at our 1 O'clock position turning away from us. By this time we were several mi south of the phx 323 degree radial. After the traffic passed off our right side we began our correction back on course. My uncertainty to climb immediately stemmed from the fact that ATC advised the traffic had us in sight. I didn't want to take the change of climbing into him, if he chose to continue his climb to avoid us.

Title: FLC OF LGT ON ARR PHX GETS TCASII RA FOR NEARBY PARACHUTE JUMP ACFT ALSO UNDER CTL OF ATC.
Narrative: TOTEC 7 ARR INTO PHX AT 14000 FT MSL. AT TUS 308 DEG/55- 56 MI ATC ADVISED TFC (TWIN ENGS PARACHUTE JUMPER ACFT) AT 1 O'CLOCK 1000 FT LOW. SHORTLY THEREAFTER TCASII SOUNDED OFF WITH A TA. THAT INDICATED THE ACFT WAS CLOSING OUR POS AND CLBING. ATC THEN ADVISED TFC HAS US IN SIGHT. THIS WAS IMMEDIATELY FOLLOWED BY A TCASII RA THAT ADVISED US TO CLB. SINCE ATC ADVISED TFC HAD US IN SIGHT. I DIDN'T IMMEDIATELY CLB. I, DID HOWEVER, STAY S OF COURSE TO AVOID TURNING INTO THE YET UNSEEN ACFT. LATER I NOTICED THE ACFT AT OUR 1 O'CLOCK POS TURNING AWAY FROM US. BY THIS TIME WE WERE SEVERAL MI S OF THE PHX 323 DEG RADIAL. AFTER THE TFC PASSED OFF OUR R SIDE WE BEGAN OUR CORRECTION BACK ON COURSE. MY UNCERTAINTY TO CLB IMMEDIATELY STEMMED FROM THE FACT THAT ATC ADVISED THE TFC HAD US IN SIGHT. I DIDN'T WANT TO TAKE THE CHANGE OF CLBING INTO HIM, IF HE CHOSE TO CONTINUE HIS CLB TO AVOID US.
