Narrative:
We were airlines flight phx-ont on fri/mar/92, in an medium large transport with 137 passenger. It was a confusing situation as to ... Does the ILS work and operable or is it not. Ont runway 26R closed, runway 26L ILS not usable inside runway threshold. We delay our departure from phx because we were told that a cement truck was blocking the ILS antenna. We launched after being advised the cement truck difficulty was taken care of. The ATIS ont upon arrival stated that 'aircraft could not make coupled approachs to 26L.' the WX improved to a 4500 RVR and we were able to make the approach and land safely. My misunderstanding is ... What impact does 'localizer unusable inside runway threshold' have on CAT I/ii approachs when RVR 18 or 24 is needed?
