Narrative:

I am a check airman and was flying with a transition captain on an 'initial operating experience' trip as first officer. We had thoroughly briefed the noise abatement departure prior to taxi, and again reviewed procedure on taxi out. Perhaps owning to the fact that the captain trainee was new to aircraft and that our flight directors will not command a turn on takeoff prior to 400 ft AGL, I felt we were slightly late on our turn. Due to the high angle -- 20 degree nose up and approximately 25 degree bank -- I could not see the river bank on the right side, therefore I have no idea if we came too close to the lincoln memorial or not. I personally think our northwest departure and arrival procedures for dca are pretty lousy. We are the most technologically advanced nation in the world. We should be ashamed of the archaic procedures at the airport serving the capitol of our great nation.

Title: CAPT OF MLG ACR ACFT WAS DELAYED TURNING ON A VISUAL SPECIAL ARPT NOISE ABATEMENT PROC AND INADVERTENTLY PENETRATED A PROHIBITED AIRSPACE AREA.

Narrative: I AM A CHK AIRMAN AND WAS FLYING WITH A TRANSITION CAPT ON AN 'INITIAL OPERATING EXPERIENCE' TRIP AS FO. WE HAD THOROUGHLY BRIEFED THE NOISE ABATEMENT DEP PRIOR TO TAXI, AND AGAIN REVIEWED PROC ON TAXI OUT. PERHAPS OWNING TO THE FACT THAT THE CAPT TRAINEE WAS NEW TO ACFT AND THAT OUR FLT DIRECTORS WILL NOT COMMAND A TURN ON TKOF PRIOR TO 400 FT AGL, I FELT WE WERE SLIGHTLY LATE ON OUR TURN. DUE TO THE HIGH ANGLE -- 20 DEG NOSE UP AND APPROX 25 DEG BANK -- I COULD NOT SEE THE RIVER BANK ON THE R SIDE, THEREFORE I HAVE NO IDEA IF WE CAME TOO CLOSE TO THE LINCOLN MEMORIAL OR NOT. I PERSONALLY THINK OUR NW DEP AND ARR PROCS FOR DCA ARE PRETTY LOUSY. WE ARE THE MOST TECHNOLOGICALLY ADVANCED NATION IN THE WORLD. WE SHOULD BE ASHAMED OF THE ARCHAIC PROCS AT THE ARPT SERVING THE CAPITOL OF OUR GREAT NATION.
