Narrative:
After takeoff from runway 28 we flew over men and equipment that were working on centerline of the runway. Our NOTAMS made no mention of their presence. ATIS information mentioned that the last 1970 ft of runway 28 were closed indefinitely. We were very surprised to see the men and equipment. Our gross weight allowed us to use reduced thrust for takeoff and we did. Had we known if the situation at the end of the runway we would have used full thrust or used another runway as winds were light. The ATIS made mention of birds around the airport but no mention of the humans on the closed portion of the runway. I feel that it is very important that this type of information be given to the pilots in order for us to make an informed decision in operation of our aircraft. There is a difference between a portion of the runway being closed as opposed to the runway being obstructed with heavy equipment and people on the runway.

Title: ACR MLG TKOF ISSUED WHEN PORTION OF RWY AT END NOTAM CLOSED. MEN AND EQUIP WORKING IN AREA.
Narrative: AFTER TKOF FROM RWY 28 WE FLEW OVER MEN AND EQUIP THAT WERE WORKING ON CTRLINE OF THE RWY. OUR NOTAMS MADE NO MENTION OF THEIR PRESENCE. ATIS INFO MENTIONED THAT THE LAST 1970 FT OF RWY 28 WERE CLOSED INDEFINITELY. WE WERE VERY SURPRISED TO SEE THE MEN AND EQUIP. OUR GROSS WT ALLOWED US TO USE REDUCED THRUST FOR TKOF AND WE DID. HAD WE KNOWN IF THE SITUATION AT THE END OF THE RWY WE WOULD HAVE USED FULL THRUST OR USED ANOTHER RWY AS WINDS WERE LIGHT. THE ATIS MADE MENTION OF BIRDS AROUND THE ARPT BUT NO MENTION OF THE HUMANS ON THE CLOSED PORTION OF THE RWY. I FEEL THAT IT IS VERY IMPORTANT THAT THIS TYPE OF INFO BE GIVEN TO THE PLTS IN ORDER FOR US TO MAKE AN INFORMED DECISION IN OP OF OUR ACFT. THERE IS A DIFFERENCE BTWN A PORTION OF THE RWY BEING CLOSED AS OPPOSED TO THE RWY BEING OBSTRUCTED WITH HVY EQUIP AND PEOPLE ON THE RWY.
