Narrative:
Climbing out of ontario ATC restr us to 5000 ft MSL due to traffic over pdz VOR at 5500 ft. At about 4500 ft we got a TCASII TA. At about the same time ATC asked the small aircraft to confirm his altitude at 5500 ft. Leveling at 5000 ft we received an RA to descend. The traffic showed about 1 mi and 300 ft on the TCASII. We followed the RA, informed ATC of a 'TCASII descent' and descended while searching for the traffic. We spotted the traffic at 12 O'clock and above us as we were descending through 4800 ft MSL. We started an immediate return to 5000 ft and informed ATC of traffic in sight.

Title: ACR ACFT IN MARGINAL VFR CONDITIONS OVERTOOK AN SMA IN LEVEL FLT. ATC ISSUED A CLB RESTRICTION TO THE ACR ACFT. TCASII EQUIP SHOWED 300 FT SEPARATION, SO THE ACR ACFT DSNDED BELOW HIS ASSIGNED ALT UNTIL THE SMA WAS CLR, THEN CLBED TO ITS ASSIGNED ALT.

WE STARTED AN IMMEDIATE RETURN TO 5000 FT AND INFORMED ATC OF TFC IN SIGHT.
