Narrative:
Approaching 6000 ft, departure called traffic 10 O'clock and 7000 ft. I said 'no joy' and requested higher. Departure said no and we stayed at 6000 ft. Next we received a TCASII RA that commanded a 200 FPM descent. We complied and descended. Our TCASII radar display indicated the aircraft was 700 ft higher than we and offset about a mi or 2. TCASII worked fine. We never saw the airplane. We reported the TCASII RA to departure as explanation for the slight descent.

Title: ACR ACFT MADE SLIGHT ALT DEV TO AVOID AN ACFT THAT HE NEVER SAW. ATC HAD THE OTHER ACFT ON RADAR AND IN CTL. TCASII IN THE ACR ACFT MADE AN RA COMMAND THAT THE ACR ACFT OBEYED.
