Narrative:
Started engine with inlet plug installed. Occurred after deboarding passenger and preparing airplane for overnight. Did a single engine turn, deboard passenger, put in #1 inlet plug and pitot covers. Another carrier pulled bag cart in front of plane. Tried to maneuver plane out of spot. Could not make turn. Ramp agent gave signal to start #1 and back up. Started #1 ingested plug. The inlet plug did not have 'remove before flight tag' or a device for the propeller to pull out plug during start. If these 2 very necessary items were in place this never would have happened. Callback conversation with reporter revealed the following: callback made to determine aircraft information and if any follow-up occurred. Aircraft small transport. Reporter terminated but challenging.
