Narrative:

During scan into sun in hazy conditions, while talking with edwards approach, an small aircraft crossed my nose right to left within 50 ft. There was no time for corrective action. Edwards was immediately notified. Their primary radar was inoperative and they were only picking up transponder equipped aircraft. That aircraft was heading southeast and at an inappropriate altitude.

Title: CARGO FLT AT CRUISE HAS NMAC WITH SMA.

Narrative: DURING SCAN INTO SUN IN HAZY CONDITIONS, WHILE TALKING WITH EDWARDS APCH, AN SMA CROSSED MY NOSE R TO L WITHIN 50 FT. THERE WAS NO TIME FOR CORRECTIVE ACTION. EDWARDS WAS IMMEDIATELY NOTIFIED. THEIR PRIMARY RADAR WAS INOP AND THEY WERE ONLY PICKING UP TRANSPONDER EQUIPPED ACFT. THAT ACFT WAS HDG SE AND AT AN INAPPROPRIATE ALT.
