Both aircraft small aircraft's. Small aircraft X doing touch-and-go runway 36. Small aircraft Y request short approach to a full stop runway 28. Runway 36 in use other runway on request runway 10 or runway 38 due to variable winds. Small aircraft Y cleared to land runway 28. Wind 3512. No hold short restrictions given. Didn't think it was necessary. Been on position over 2 hours light occasional moderate traffic. It turns out restriction should have been given just for insurance. 5700 ft from threshold runway 28 to intersection. Aircraft never in jeopardy. Just misjudged the need.
