Narrative:

I was working ground control during the occurrence. The local controller was working a few aircraft. One, small transport X, was having difficulty entering the pattern as instructed and appeared to require more of the local controller's attention. The local controller also had at least 1 aircraft doing touch-and-goes. I heard the local controller say, 'boy that's closer than I like to run things.' I looked up and saw small transport X rolling out about 600 or 700 ft from the runway 24 intersection on runway 33. At about the same time, I observed air carrier Y roll through the intersection of runway 6/24 and runway 33/15, in front of the small transport X. The wind was 160 degrees at 5 KTS, so small transport X, ordinarily able to hold short of the intersection, could not be instructed to do so. The local controller received a 'quickie' chkout, less than a yr ago after several months of poor and unsatisfactory training reports and evaluations. Recently, when problems of a performance nature have been brought to the supervisor's and air traffic manager's attention, instead of assisting with training, remedial work, etc, it has been turned into a personal confrontation. I have decided to give up on management and start reporting via NASA.

Title: MULTIPLE RWY OP INTERSECTING RWYS. ACR Y HAD LTSS FROM SMT X. SYS ERROR.

Narrative: I WAS WORKING GND CTL DURING THE OCCURRENCE. THE LCL CTLR WAS WORKING A FEW ACFT. ONE, SMT X, WAS HAVING DIFFICULTY ENTERING THE PATTERN AS INSTRUCTED AND APPEARED TO REQUIRE MORE OF THE LCL CTLR'S ATTN. THE LCL CTLR ALSO HAD AT LEAST 1 ACFT DOING TOUCH-AND-GOES. AT ABOUT THE SAME TIME, I OBSERVED ACR Y ROLL THROUGH THE INTXN OF RWY 6/24 AND RWY 33/15, IN FRONT OF THE SMT X. THE WIND WAS 160 DEGS AT 5 KTS, SO SMT X, ORDINARILY ABLE TO HOLD SHORT OF THE INTXN, COULD NOT BE INSTRUCTED TO DO SO.
