Narrative:
One cessna in VFR pattern, runway 13. 2 cessnas inbound from east. Approach called inbound small transport Y, ILS 8. On first contact, Y told to report manor (OM). 2 cessnas told to make short approach to make sure there could be no conflict, as visibility was marginal. As cessna X crossed numbers runway 13, Y called manor (6.4 west), just as I looked to approach area of runway 8 and observed Y 1/2 mi from approach end. As Y was already in rapid descent, I tried unsuccessfully to send cessna X around, not realizing I was using call sign of cessna #2, who did not reply. Unable to send cessna X around, I sent Y around. Cessna X saw Y and stopped on his own short of runway 8.
