Narrative:
Foreign airline en route from lemd to cymx at FL310. ZBW computer failed. Next sector unable to accept handoff on foreign carrier. I was unable to keep aircraft out of next sector's airspace because foreign aircrew unable to understand at clearance. This is an ongoing problem. Their pilots seem to have an unusually difficult time understanding english language clrncs. They often require 3 to half a dozen repeats and require controller to devote an inordinate amount of attention to flight.

Title: FOREIGN ACR HAS LANGUAGE BARRIER PROBLEM. UNABLE TO COMPREHEND CLRNC AS CTR COMPUTER FAILS. ENTERS NEXT SECTOR.
Narrative: FOREIGN AIRLINE ENRTE FROM LEMD TO CYMX AT FL310. ZBW COMPUTER FAILED. NEXT SECTOR UNABLE TO ACCEPT HDOF ON FOREIGN CARRIER. I WAS UNABLE TO KEEP ACFT OUT OF NEXT SECTOR'S AIRSPACE BECAUSE FOREIGN AIRCREW UNABLE TO UNDERSTAND AT CLRNC. THIS IS AN ONGOING PROBLEM. THEIR PLTS SEEM TO HAVE AN UNUSUALLY DIFFICULT TIME UNDERSTANDING ENGLISH LANGUAGE CLRNCS. THEY OFTEN REQUIRE 3 TO HALF A DOZEN REPEATS AND REQUIRE CTLR TO DEVOTE AN INORDINATE AMOUNT OF ATTN TO FLT.
