Narrative:
ASR 9 radar. No radar depicted on departure with no transponder. This problem has now been going on for over 2 yrs. It has not improved. People are not reporting this anymore because it does not appear to do any good. Callback conversation with reporter revealed the following information. Facility revealed that the ASR-9 problems still exist. However, the facility appears to be on top of it and thinks that some progress has been made. The FAA has spent approximately 500000 dollars on trying to rectify these problems so far. 3 teams have been sent to the facility to make modifications, and each time improvements have been made. A new antenna is suppose to be installed next week that will hopefully eliminate some of the problems. 4 ucr's have also been filed. Facility is aware that certain areas are no radar areas.
