Narrative:
We neglected to call for our ATC IFR clearance for departure from ksna (john wayne airport). Out mistake was discovered upon contacting departure at 1000 ft AGL when coast approach advised us to 'set squawk' on our transponder. We were cleared to taxi by ground control, and cleared for takeoff by tower in proper fashion. The problem was in part caused by being too used to the pre-departure clearance program where we and ATC clearance delivery become unused to calling for clearance. We also find cause to have missed our setting transponder code before taxi, which would have made us realize the need to call clearance delivery, due to preoccupation with the very high interest/emphasis on the noise abatement departure at ksna. Both our crew in the cockpit as well as at tower/ground function need to reemphasize proper ATC IFR procedure while in the transition to pre-departure clearance program at all airports served by acrs that participate in the pre-departure clearance program. As far as we know ground/tower at ksna and coast approach never 'caught' our mistake/oversight, we never were advised by them of any irregularity.

Title: AN ACR MLG TOOK OFF WITHOUT AN ATC CLRNC AT AN ARPT WITH PREDEP CLRNC PROCS. A CLRNC WAS ISSUED IN THE AIR.
Narrative: WE NEGLECTED TO CALL FOR OUR ATC IFR CLRNC FOR DEP FROM KSNA (JOHN WAYNE ARPT). WE ALSO FIND CAUSE TO HAVE MISSED OUR SETTING TRANSPONDER CODE BEFORE TAXI, WHICH WOULD HAVE MADE US REALIZE THE NEED TO CALL CLRNC DELIVERY, DUE TO PREOCCUPATION WITH THE VERY HIGH INTEREST/EMPHASIS ON THE NOISE ABATEMENT DEP AT KSNA. BOTH OUR CREW IN THE COCKPIT AS WELL AS AT TWR/GND FUNCTION NEED TO REEMPHASIZE PROPER ATC IFR PROC WHILE IN THE TRANSITION TO PRE-DEP CLRNC PROGRAM AT ALL ARPTS SERVED BY ACRS THAT PARTICIPATE IN THE PRE-DEP CLRNC PROGRAM. AS FAR AS WE KNOW GND/TWR AT KSNA AND COAST APCH NEVER 'CAUGHT' OUR MISTAKE/OVERSIGHT, WE NEVER WERE ADVISED BY THEM OF ANY IRREGULARITY.
