Narrative:
We had just started up after pushback from gate at bwi. No other traffic was moving on this side of the terminal except one light transport that was moving onto taxiway 'B' well ahead (200 yds) of us. There wasn't much radio traffic on ground control (120.2), but the controller (and one other pilot) were stepping on a lot of xmissions (I think the ground controller was working another ground control frequency -- this contributed to the problem). We made several calls to ground that were either stepped on or just ignored, finally we got what we thought was a clearance to taxi onto 'B'. In retrospect this must have been for the light transport in front of us, we moved out onto 'B' (absolutely no conflict with any other traffic) when we acknowledged the controller said 'I don't want you on a taxiway without a clearance again' in a rather snide tone. Conclusions: we may have been out on 'B' without a clearance, but it certainly wasn't apparent. Next time we'll just stay put until sure. Controller should have done a better job working 2 frequencys. His mismgmnt greatly contributed to this misunderstanding. Controller really overreacted to our being on what is essentially an extension of our own ramp. This necessitates what is mostly a 'cya' report.

Title: AN MLG ACR CREW TAXIED WITHOUT PROPER CLRNC.
