Narrative:
Cleared by washington center to descend to 11000, contact roanoke approach frequency. Rogered and checked in with roa RAPCON 'roanoke, air carrier X descending to 11000, information...' response, 'roger, air carrier X, descend to 10000, company traffic 12 O'clock, climbing to 10000, XXX mi, altimeter XXXX.' my response, 'air carrier X, roger out of 11 for 10000, looking for the company.' shortly thereafter (30-45 seconds) TCASII RA 'traffic, traffic, climb, climb.' (altitude about 10500). Company was acquired at 1 O'clock 1-2 mi. Climb was initiated at the same time controller directed air carrier X (me) to climb immediately to 11000. Both myself and first officer commented to each other upon receiving clearance to the same altitude as company, but surmised that his initial altitude was such that a descent by us to the cleared altitude would not conflict with his climb to the same altitude. I believe that the controller intended to keep us at 11 but mis- spoke herself and said 10000. This incident sound familiar?

RESPONSE, 'ROGER, ACR X, DSND TO 10000, COMPANY TFC 12 O'CLOCK, CLBING TO 10000, XXX MI, ALTIMETER XXXX.' MY RESPONSE, 'ACR X, ROGER OUT OF 11 FOR 10000, LOOKING FOR THE COMPANY.' SHORTLY THEREAFTER (30-45 SECONDS) TCASII RA 'TFC, TFC, CLB, CLB.' (ALT ABOUT 10500). COMPANY WAS ACQUIRED AT 1 O'CLOCK 1-2 MI.
