Narrative:
While conducting VOR DME approach to runway 22L jfk the controllers change the crossing altitudes at will. My aircraft uses FMC information and the altitudes are preprogrammed. This is not an approved procedure and causes distrs during a critical phase of flight. This has occurred on a frequent basis lately.
