Narrative:
On approach into slc on ogden arrival coming from cyyc via dbs direct cartr, was given crossing restriction to cross cartr at 16000 ft 250 KTS. We were about 16100 265-270 KTS and approaching the intersection with about 2 mi to go still slowing when we received a GPWS 'terrain' warning. I told captain we were good to at least 14000 (actually 10500) in that area. At this time his radar altimeter started to activate indicating closure to the ground. Captain initiated pull up and I watched TCASII to make sure of no traffic conflict. At about 16900, terrain warning ceased and I notified ATC of our pop up maneuver. He sounded perplexed and issued a lower altitude. I think it was 12000 or 9000. As we began about a 2500-3000 FPM rate of descent, we got a 'whoop, whoop, pull up/sink rate' sink rate warning. At this time we knew the GPWS was malfunctioning and pulled the circuit breaker and followed with maintenance write-up on landing in slc. Captain and I discussed with assistant chief pilot and filled out appropriate company paperwork.

Title: AN LGT CREW, IN IMC AND IN MOUNTAINOUS TERRAIN, HAD A FAULTY GPWS THAT CAUSED THEM TO MISS AN ALT XING.
Narrative: ON APCH INTO SLC ON OGDEN ARR COMING FROM CYYC VIA DBS DIRECT CARTR, WAS GIVEN XING RESTRICTION TO CROSS CARTR AT 16000 FT 250 KTS. WE WERE ABOUT 16100 265-270 KTS AND APCHING THE INTXN WITH ABOUT 2 MI TO GO STILL SLOWING WHEN WE RECEIVED A GPWS 'TERRAIN' WARNING. I TOLD CAPT WE WERE GOOD TO AT LEAST 14000 (ACTUALLY 10500) IN THAT AREA. AT THIS TIME HIS RADAR ALTIMETER STARTED TO ACTIVATE INDICATING CLOSURE TO THE GND. CAPT INITIATED PULL UP AND I WATCHED TCASII TO MAKE SURE OF NO TFC CONFLICT. AT ABOUT 16900, TERRAIN WARNING CEASED AND I NOTIFIED ATC OF OUR POP UP MANEUVER. HE SOUNDED PERPLEXED AND ISSUED A LOWER ALT. I THINK IT WAS 12000 OR 9000. AS WE BEGAN ABOUT A 2500-3000 FPM RATE OF DSCNT, WE GOT A 'WHOOP, WHOOP, PULL UP/SINK RATE' SINK RATE WARNING.
