Narrative:
Cleared for descent to 2000 ft on V-334 inbound to kenai. Had been advised of several aircraft in the area, but not one at 2000 ft at about 10 O'clock. After seeing small transport when I was about 3000 ft, I reported to ATC of aircraft below,. Aircraft below was not IFR and not on center frequency. I passed on his right side and landed ahead of him at kenai. Pilot came over on ramp and informed me that passenger (a pilot) was going to file violation because of close proximity. Pilot was not going to do so. I believe had small transport been on center frequency, he would have been aware of my approach from above and on his right. As it was, I was unexpected. Also, center never did advise of this particular aircraft, although they did advise of several others -- some seen, some not. I probably should have moved off the airway vector (which is the final approach course) to the active runway so as to avoid the closeness of the passing event.
Original NASA ASRS Text
Title: AN IFR SMA CLOSELY OVERTOOK A VFR SMT IN DSCNT. THE PAX IN THE SMT, A PLT, THREATENED TO FILE A RPT ON THE RPTING SMA.
Narrative: CLRED FOR DSCNT TO 2000 FT ON V-334 INBOUND TO KENAI. HAD BEEN ADVISED OF SEVERAL ACFT IN THE AREA, BUT NOT ONE AT 2000 FT AT ABOUT 10 O'CLOCK. AFTER SEEING SMT WHEN I WAS ABOUT 3000 FT, I RPTED TO ATC OF ACFT BELOW,. ACFT BELOW WAS NOT IFR AND NOT ON CTR FREQ. I PASSED ON HIS R SIDE AND LANDED AHEAD OF HIM AT KENAI. PLT CAME OVER ON RAMP AND INFORMED ME THAT PAX (A PLT) WAS GOING TO FILE VIOLATION BECAUSE OF CLOSE PROX. PLT WAS NOT GOING TO DO SO. I BELIEVE HAD SMT BEEN ON CTR FREQ, HE WOULD HAVE BEEN AWARE OF MY APCH FROM ABOVE AND ON HIS R. AS IT WAS, I WAS UNEXPECTED. ALSO, CTR NEVER DID ADVISE OF THIS PARTICULAR ACFT, ALTHOUGH THEY DID ADVISE OF SEVERAL OTHERS -- SOME SEEN, SOME NOT. I PROBABLY SHOULD HAVE MOVED OFF THE AIRWAY VECTOR (WHICH IS THE FINAL APCH COURSE) TO THE ACTIVE RWY SO AS TO AVOID THE CLOSENESS OF THE PASSING EVENT.
