Narrative:
At direction of management, controllers were instructed to turn on and use an ILS approach that was notamed OTS. The aircraft were being cleared for the approach with the NOTAM still in effect and construction and runway closure (reason for NOTAM) in progress. Other approachs were available. This could have been prevented by using other approachs or request the airport manager stop construction and cancel NOTAM.

Title: ILS NOTAMED OTS IS TURNED BACK ON DURING IMC TO ACCOMMODATE ARRIVING TFC WITHOUT CANCELING NOTAM.
Narrative: AT DIRECTION OF MGMNT, CTLRS WERE INSTRUCTED TO TURN ON AND USE AN ILS APCH THAT WAS NOTAMED OTS. THE ACFT WERE BEING CLRED FOR THE APCH WITH THE NOTAM STILL IN EFFECT AND CONSTRUCTION AND RWY CLOSURE (REASON FOR NOTAM) IN PROGRESS. OTHER APCHS WERE AVAILABLE. THIS COULD HAVE BEEN PREVENTED BY USING OTHER APCHS OR REQUEST THE ARPT MGR STOP CONSTRUCTION AND CANCEL NOTAM.
