Narrative:
Military X called the sampson sector at ZDC at 10000 ft. Kzg didn't have a handoff from gsb approach. The aircraft was well within ilm airspace at their top altitude (10000). Gsb approach later advised that they let the aircraft get away. I'm not sure if they pointed the aircraft out to ilm approach or not. The aircraft called us (rzg), pilot advised that he was IFR at 10000 ft requesting higher. We called ilm approach and then radar idented the aircraft and issued climb clearance into our altitude stratum. The aircraft did not violate ZDC's airspace but I'm not sure if it violated ilm approach airspace.

Title: UNAUTHORIZED UNCOORD PENETRATION OF AIRSPACE. OPDEV.
Narrative: MIL X CALLED THE SAMPSON SECTOR AT ZDC AT 10000 FT. KZG DIDN'T HAVE A HDOF FROM GSB APCH. THE ACFT WAS WELL WITHIN ILM AIRSPACE AT THEIR TOP ALT (10000). GSB APCH LATER ADVISED THAT THEY LET THE ACFT GET AWAY. I'M NOT SURE IF THEY POINTED THE ACFT OUT TO ILM APCH OR NOT. THE ACFT CALLED US (RZG), PLT ADVISED THAT HE WAS IFR AT 10000 FT REQUESTING HIGHER. WE CALLED ILM APCH AND THEN RADAR IDENTED THE ACFT AND ISSUED CLB CLRNC INTO OUR ALT STRATUM. THE ACFT DID NOT VIOLATE ZDC'S AIRSPACE BUT I'M NOT SURE IF IT VIOLATED ILM APCH AIRSPACE.
