Narrative:
I was working sector 25, area 4, denver ARTCC. Sector 4, adjacent sector, failed to provide a handoff on air carrier X to sector 25. Air carrier X came up on frequency with his initial contact. Air carrier X was answered for his initial contact and then we searched the flight plan strips to find him. The data block was brought up on the scope and he was 3 or 4 mi inside sector 25. Air carrier X was not in conflict with any other aircraft and did not come in conflict with other aircraft. Sector 4 violated the airspace of sector 25 by not providing a handoff. Supplemental information from acn 194203: sector 4, ZDV, entered sector 25 without prior coordination with air carrier X. Communications were transferred at the boundary without handoff. Supplemental information from acn 194287: I entered sector 25 without prior coordination with LOA 1220. Communications were transferred at the boundary without handoff.

Title: RADAR CTLR SECTOR 4 UNAUTHORIZED UNCOORD PENETRATION OF AIRSPACE SECTOR 25. OPDEV.
Narrative: I WAS WORKING SECTOR 25, AREA 4, DENVER ARTCC. SECTOR 4, ADJACENT SECTOR, FAILED TO PROVIDE A HDOF ON ACR X TO SECTOR 25. ACR X CAME UP ON FREQ WITH HIS INITIAL CONTACT. ACR X WAS ANSWERED FOR HIS INITIAL CONTACT AND THEN WE SEARCHED THE FLT PLAN STRIPS TO FIND HIM. THE DATA BLOCK WAS BROUGHT UP ON THE SCOPE AND HE WAS 3 OR 4 MI INSIDE SECTOR 25. ACR X WAS NOT IN CONFLICT WITH ANY OTHER ACFT AND DID NOT COME IN CONFLICT WITH OTHER ACFT. SECTOR 4 VIOLATED THE AIRSPACE OF SECTOR 25 BY NOT PROVIDING A HDOF. SUPPLEMENTAL INFO FROM ACN 194203: SECTOR 4, ZDV, ENTERED SECTOR 25 WITHOUT PRIOR COORD WITH ACR X. COMS WERE TRANSFERRED AT THE BOUNDARY WITHOUT HDOF. SUPPLEMENTAL INFO FROM ACN 194287: I ENTERED SECTOR 25 WITHOUT PRIOR COORD WITH LOA 1220. COMS WERE TRANSFERRED AT THE BOUNDARY WITHOUT HDOF.
