Narrative:
Military X departed pae, en route to hio IFR. Seattle center failed to identify military X. Military X was 15 mi inside my airspace without handoff or point out. I idented military X at 3000, IFR, in my airspace. I informed 2 supervisors immediately and was told 'we're not going to file on this one because one of our recently checked out final controllers violated center airspace 4 times last week.' I suggested decertification and retraining for our 'new final controller' and was told that's not the way it works.

Title: MIL X UNAUTH UNCOORD PENETRATION OF AIRSPACE BY ARTCC RADAR CTLR. OPDEV.
Narrative: MIL X DEPARTED PAE, ENRTE TO HIO IFR. SEATTLE CENTER FAILED TO IDENT MIL X. MIL X WAS 15 MI INSIDE MY AIRSPACE WITHOUT HDOF OR POINT OUT. I IDENTED MIL X AT 3000, IFR, IN MY AIRSPACE. I INFORMED 2 SUPVRS IMMEDIATELY AND WAS TOLD 'WE'RE NOT GOING TO FILE ON THIS ONE BECAUSE ONE OF OUR RECENTLY CHKED OUT FINAL CTLRS VIOLATED CENTER AIRSPACE 4 TIMES LAST WK.' I SUGGESTED DECERTIFICATION AND RETRAINING FOR OUR 'NEW FINAL CTLR' AND WAS TOLD THAT'S NOT THE WAY IT WORKS.
