Narrative:
I was in straight and level flight, cruise conditions VFR, santa maria to redlands (L12), approximately speed 160 KTS. Small transport in climbing attitude passed off right wing at same elevation as my aircraft when even with right wing, did not observe small transport until at 3 O'clock position. It continued past in climb, observed no indication of change of course on part of small transport indicating pilot did not observe my aircraft. My mode C transponder on 1200 and operational. Location and position of small transport suggests aircraft had departure santa barbara airport. If small transport on IFR plan, controller should have warned small transport. If small transport VFR, not clear to me just what was responsibility of center/approach controllers. Pitch attitude of small transport sufficiently steep that it is possible pilots could have been looking and not seen my plane due to view ahead, being blocked by nose of small transport. This situation came way too close to a midair. My wife and 6 yr old daughter in my aircraft -- my wife stayed scared for hours. Suggestion: smts should not depart ground in steep climb under VFR rules (which I assume to be what happened). Reported incident to ZLA within approximately 30 seconds. Report ignored by center controller (bad public relations).

Title: AN SMA WITH A FAMILY ABOARD WAS TERRIFIED BY AN NMAC WITH AN SMT JET IN A STEEP CLB.
Narrative: I WAS IN STRAIGHT AND LEVEL FLT, CRUISE CONDITIONS VFR, SANTA MARIA TO REDLANDS (L12), APPROX SPD 160 KTS.
