Narrative:

I just discovered that the flight engineer on one of my trips was not licensed as either a flight engineer or a pilot of any kind. I was led to believe that he was a flight engineer by the president of my company, ms a, who placed him on the trip and who accompanied the trip. The incident occurred on a revenue flight between miami and providenciales on a sub service for commercial airways. I was IOE-ing the captain on the trip, captain B. At company, ms a personally oversees the assignment of all the crews. Mr C, company chief flight engineer, occupied the jump seat during the entire flight. I don't know why ms a allowed mr D to do this, but I now understand that it was not the first time he had done this. I make this statement at this time, because I am appalled at the total disregard for safety that this action represents. I made my position known to the president, ms G, and I was promptly fired without cause. Neither myself or captain B were aware of this situation until just a short while ago. I have no idea who this man is or where he came from. As of june he had no personnel file on record at company. I discovered the problem when mr D told me that ms G wanted me to make an appointment for a flight engineer oral examination with the FAA. Supplemental information from acn 214332: I have recently learned that mr D had no flight engineer's rating at all and that in spite of his previous air force experience should not have been occupying the flight engineer seat during any phase of flight.

Title: COMPANY SCHEDULED NON RATED PERSONNEL IN FLT ENGINEER POS. DISCOVERED BY FLC AFTER THE FACT.

Narrative: I JUST DISCOVERED THAT THE FLT ENGINEER ON ONE OF MY TRIPS WAS NOT LICENSED AS EITHER A FLT ENGINEER OR A PLT OF ANY KIND. I WAS LED TO BELIEVE THAT HE WAS A FLT ENGINEER BY THE PRESIDENT OF MY COMPANY, MS A, WHO PLACED HIM ON THE TRIP AND WHO ACCOMPANIED THE TRIP. I MAKE THIS STATEMENT AT THIS TIME, BECAUSE I AM APPALLED AT THE TOTAL DISREGARD FOR SAFETY THAT THIS ACTION REPRESENTS. I MADE MY POS KNOWN TO THE PRESIDENT, MS G, AND I WAS PROMPTLY FIRED WITHOUT CAUSE. NEITHER MYSELF OR CAPT B WERE AWARE OF THIS SITUATION UNTIL JUST A SHORT WHILE AGO. I HAVE NO IDEA WHO THIS MAN IS OR WHERE HE CAME FROM. AS OF JUNE HE HAD NO PERSONNEL FILE ON RECORD AT COMPANY. I DISCOVERED THE PROBLEM WHEN MR D TOLD ME THAT MS G WANTED ME TO MAKE AN APPOINTMENT FOR A FLT ENGINEER ORAL EXAM WITH THE FAA. SUPPLEMENTAL INFO FROM ACN 214332: I HAVE RECENTLY LEARNED THAT MR D HAD NO FLT ENGINEER'S RATING AT ALL AND THAT IN SPITE OF HIS PREVIOUS AIR FORCE EXPERIENCE SHOULD NOT HAVE BEEN OCCUPYING THE FLT ENGINEER SEAT DURING ANY PHASE OF FLT.
