Narrative:

On july/thu/92 at approximately xapm, I took off from kupper airport, manville, nj, on a VFR flight to sky acres airport, millbrook, ny. I decided to fly the hudson river corridor at 900 ft which I have done many times. I was told there was a NOTAM in this corridor for the jul/xx/92 wkend, from 7 am to 5 pm because of the 'tall ships.' the WX was cavu and the trip was pleasant. When I arrived at sky acres airport I was told that the NOTAM for the jul/xx/92 wkend also included jul/thu/92. This is why I am writing this NASA report. I was not aware that thu was included in the NOTAM. Therefore, on my return flight to kupper, I did not fly down the hudson river, but instead, flew to the sparta and solberg vors and direct to kupper. Callback conversation with reporter revealed the following information: reporter states that he was told by airport personnel that NOTAM effective all week, not just on the wkend. Concerned, he talked to tower personnel who confirmed effective all week but stated that the word just did not get out to people. NOTAM indicated hours as stated and gave frequency to contact for clearance through area. At a meeting reporter attended at ewr he also talked to FAA personnel who admitted same problem of poor dissemination. Analyst comment: business as usual regarding NOTAMS.

Title: SMA ENTERS TEMPORARY CTLED AIRSPACE DUE POOR NOTAM DISSEMINATION.

Narrative: ON JULY/THU/92 AT APPROX XAPM, I TOOK OFF FROM KUPPER ARPT, MANVILLE, NJ, ON A VFR FLT TO SKY ACRES ARPT, MILLBROOK, NY. I DECIDED TO FLY THE HUDSON RIVER CORRIDOR AT 900 FT WHICH I HAVE DONE MANY TIMES. I WAS TOLD THERE WAS A NOTAM IN THIS CORRIDOR FOR THE JUL/XX/92 WKEND, FROM 7 AM TO 5 PM BECAUSE OF THE 'TALL SHIPS.' THE WX WAS CAVU AND THE TRIP WAS PLEASANT. WHEN I ARRIVED AT SKY ACRES ARPT I WAS TOLD THAT THE NOTAM FOR THE JUL/XX/92 WKEND ALSO INCLUDED JUL/THU/92. THIS IS WHY I AM WRITING THIS NASA RPT. I WAS NOT AWARE THAT THU WAS INCLUDED IN THE NOTAM. THEREFORE, ON MY RETURN FLT TO KUPPER, I DID NOT FLY DOWN THE HUDSON RIVER, BUT INSTEAD, FLEW TO THE SPARTA AND SOLBERG VORS AND DIRECT TO KUPPER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE WAS TOLD BY ARPT PERSONNEL THAT NOTAM EFFECTIVE ALL WK, NOT JUST ON THE WKEND. CONCERNED, HE TALKED TO TWR PERSONNEL WHO CONFIRMED EFFECTIVE ALL WK BUT STATED THAT THE WORD JUST DID NOT GET OUT TO PEOPLE. NOTAM INDICATED HRS AS STATED AND GAVE FREQ TO CONTACT FOR CLRNC THROUGH AREA. AT A MEETING RPTR ATTENDED AT EWR HE ALSO TALKED TO FAA PERSONNEL WHO ADMITTED SAME PROBLEM OF POOR DISSEMINATION.
