Narrative:
Upon leveling at 15000 ft we received a TCASII TA of an aircraft at 2 O'clock and 15300 ft. An RA soon followed. We descended to 14500 until clear of conflict. Traffic passed within 1/2 mi and 800 ft vertical. ATC TA's were late and insufficient. We were not given a TA by ZNY until after we had responded to the RA and traffic was within 1 mi and 300 ft.
