Narrative:

On takeoff roll small torque fluctuation of 2-4 percent on #2 engine look like erratic gauge. Call V1 vr (same 94 KTS) at same time torque started large fluctuation of 10-15 percent. Call for abort and to settle the aircraft back down on the runway. Normal deceleration and normal braking to full stop. Taxied off end of runway 3. Passenger complained of hard landing and back pain. Aircraft had just started rotation when call for abort was initiated. Aircraft broke ground. As PIC the safest action at that moment was to reduce power and settle and back onto the runway even after V1, vr was called.
