Narrative:

Air carrier X IFR at 9000 ft nebound on V229, air carrier Y VFR at 8500 ft southwest towards ewr. Traffic issued to both aircraft as opposite direction, altitudes were given. Air carrier X stated receiving a TCASII RA and climbed to 9200. Traffic was reissued to air carrier X who then stated traffic in sight, going back to 9000 ft. Why issue traffic that is separated only to have TCASII issue an RA and why did both aircraft show altitude change, both level.

WHY ISSUE TFC THAT IS SEPARATED ONLY TO HAVE TCASII ISSUE AN RA AND WHY DID BOTH ACFT SHOW ALT CHANGE, BOTH LEVEL.
