Narrative:

Simultaneous ILS approachs in use. Air carrier X is intercepting the final. He reports that he is climbing. I asked why. He stated he had a TCAS alert and must react to it. The only other traffic near him was on runway 14L at 4000'. This procedure is protected by turn-ONS at different altitudes. If I am vectoring at 4000' and he climbs, we lost sep with traffic on other ILS. If he descended, he leaves my airspace where departures come off palwaukee climbing to 3000'.
