Narrative:
Center alerted air carrier X to 12 O'clock traffic climbing to FL190 through our altitude. We never saw air carrier Y but got a TA, then an RA to descend from TCASII. We followed TCASII direction to descend until clear of air carrier Y was announced. Center was advised of descent and no traffic conflict occurred. However, center advised he would take care of paperwork -- whatever that means. Center should not have cleared oncoming traffic through our altitude to FL190. Other traffic may have had a visual on us, however, since we were TCASII equipped, center should have made sure we had the visual on conflicting traffic.

Title: ACR X NON ADHERENCE TO ATC CLRNC TCASII TA RA DSCNT FROM ASSIGNED ALT TFC WAS ACR CLB THROUGH OCCUPIED ALT. PLTDEV.
Narrative: CTR ALERTED ACR X TO 12 O'CLOCK TFC CLBING TO FL190 THROUGH OUR ALT. WE NEVER SAW ACR Y BUT GOT A TA, THEN AN RA TO DSND FROM TCASII. WE FOLLOWED TCASII DIRECTION TO DSND UNTIL CLR OF ACR Y WAS ANNOUNCED. CTR WAS ADVISED OF DSCNT AND NO TFC CONFLICT OCCURRED. HOWEVER, CTR ADVISED HE WOULD TAKE CARE OF PAPERWORK -- WHATEVER THAT MEANS. CTR SHOULD NOT HAVE CLRED ONCOMING TFC THROUGH OUR ALT TO FL190. OTHER TFC MAY HAVE HAD A VISUAL ON US, HOWEVER, SINCE WE WERE TCASII EQUIPPED, CTR SHOULD HAVE MADE SURE WE HAD THE VISUAL ON CONFLICTING TFC.
