Narrative:

Atx X flashed at my sector. When I obtained the flight progress strip, I noted that the routing and altitude indicated on the strip complied with the LOA, and would place the aircraft well within my airspace. I took the handoff fully expecting the aircraft to climb to 150. As I was busy with other traffic, working a combined sector, it was not until the atx X was about 10 mi west of mrb that I noted he was indicating 100 ft and not on my frequency. This placed him head on, wrong for direction, to cpr Y, wbound at 100. I immediately alerted the low sector who was working cpr Y. The cause of the problem was ZDC failing to comply with the LOA, or coordinate 100 for atx X.

Title: ATX X UNAUTHORIZED UNCOORDINATED PENETRATION OF AIRSPACE HAD LTSS WITH CPR Y. SYS ERROR.

Narrative: ATX X FLASHED AT MY SECTOR. WHEN I OBTAINED THE FLT PROGRESS STRIP, I NOTED THAT THE ROUTING AND ALT INDICATED ON THE STRIP COMPLIED WITH THE LOA, AND WOULD PLACE THE ACFT WELL WITHIN MY AIRSPACE. I TOOK THE HDOF FULLY EXPECTING THE ACFT TO CLB TO 150. AS I WAS BUSY WITH OTHER TFC, WORKING A COMBINED SECTOR, IT WAS NOT UNTIL THE ATX X WAS ABOUT 10 MI W OF MRB THAT I NOTED HE WAS INDICATING 100 FT AND NOT ON MY FREQ. THIS PLACED HIM HEAD ON, WRONG FOR DIRECTION, TO CPR Y, WBOUND AT 100. I IMMEDIATELY ALERTED THE LOW SECTOR WHO WAS WORKING CPR Y. THE CAUSE OF THE PROBLEM WAS ZDC FAILING TO COMPLY WITH THE LOA, OR COORDINATE 100 FOR ATX X.
