Narrative:
Takeoff from stx. Climb to 17000 ft. After level off at 17000 ft, west of snooz intersection on route 4 wbound, RA on TCASII showing approximately 1500 ft descent with traffic at 10-10:30 at 17000 ft. Immediately after initial RA, second RA indicated approximately 1700 FPM climb was necessary. A military fighter aircraft was visually sighted headed toward us. As we initiated our climb, the fighter rolled to his right and went behind us. Subsequent discussion with san juan center supervisor allowed that this aircraft should not have been at 17000 ft but between 18000 and 20000 ft in this particular airspace.
