Narrative:
We were on a vector to intercept the dfw 13R localizer just prior to morry intersection at 3000 ft. Just about to intercept the localizer when TCASII showed a 'traffic ' target at 2 O'clock 3 NM -- 300 ft below us. The TA quickly became a 'RA' as the traffic's relative altitude went to minus 200 ft and minus 100 ft. As we received the 'climb, climb' warning -- ATC advised VFR traffic -- we never saw the intruder and followed the TCASII commands. We eventually cleared the traffic and returned to 3000 ft. While evading the intruder we overshot the localizer slightly and had to return on course. The controller had asked us to slow our airspeed at morry intersection. Because of the priority of the evasive action -- we were slow in that also. By the 10 DME arc of dfw we were back on course, on altitude and on speed. Note: the floor of the TCA in this area is 3000 ft. If approach traffic is going to be operating at 3000 ft then TCA floor should be lowered to 2500 ft -- to avoid such conflicts. I'm sure the intruder thought he was perfectly legal.

Narrative: WE WERE ON A VECTOR TO INTERCEPT THE DFW 13R LOC JUST PRIOR TO MORRY INTXN AT 3000 FT. JUST ABOUT TO INTERCEPT THE LOC WHEN TCASII SHOWED A 'TFC ' TARGET AT 2 O'CLOCK 3 NM -- 300 FT BELOW US. THE TA QUICKLY BECAME A 'RA' AS THE TFC'S RELATIVE ALT WENT TO MINUS 200 FT AND MINUS 100 FT. AS WE RECEIVED THE 'CLB, CLB' WARNING -- ATC ADVISED VFR TFC -- WE NEVER SAW THE INTRUDER AND FOLLOWED THE TCASII COMMANDS. WE EVENTUALLY CLRED THE TFC AND RETURNED TO 3000 FT. WHILE EVADING THE INTRUDER WE OVERSHOT THE LOC SLIGHTLY AND HAD TO RETURN ON COURSE. THE CTLR HAD ASKED US TO SLOW OUR AIRSPD AT MORRY INTXN. BECAUSE OF THE PRIORITY OF THE EVASIVE ACTION -- WE WERE SLOW IN THAT ALSO. BY THE 10 DME ARC OF DFW WE WERE BACK ON COURSE, ON ALT AND ON SPD. NOTE: THE FLOOR OF THE TCA IN THIS AREA IS 3000 FT. IF APCH TFC IS GOING TO BE OPERATING AT 3000 FT THEN TCA FLOOR SHOULD BE LOWERED TO 2500 FT -- TO AVOID SUCH CONFLICTS. I'M SURE THE INTRUDER THOUGHT HE WAS PERFECTLY LEGAL.
