Narrative:
We had been cleared to climb from FL280 to FL310, passing FL293 scottish called aircraft Y to 'turn right 180 degrees converging traffic.' aircraft Y acknowledged 'turning right 180 degrees.' we got a TCASII warning with aircraft at 12 O'clock 'monitor vertical speed.' scottish called us and said 'aircraft X turn right 360 degrees converging aircraft.' we acknowledged turn and called 'aircraft in sight' passing FL293. Scottish then gave us 'direct newcastle.' we acknowledged 'direct newcastle, leveling FL310.' at this time a new controller came over the radio and said to aircraft Y he was new controller, old controller had been relieved. Distance of separation was acknowledged by controller as 1 mi horizontal. We estimated 500 vertical. Aircraft Y said he would file.

Title: ATC OPERROR CAUSED 2 ACR ACFT DURING CLB TO BE ON CONVERGING COURSES AT HIGH ALT. LTSS.
Narrative: WE HAD BEEN CLRED TO CLB FROM FL280 TO FL310, PASSING FL293 SCOTTISH CALLED ACFT Y TO 'TURN R 180 DEGS CONVERGING TFC.' ACFT Y ACKNOWLEDGED 'TURNING R 180 DEGS.' WE GOT A TCASII WARNING WITH ACFT AT 12 O'CLOCK 'MONITOR VERT SPD.' SCOTTISH CALLED US AND SAID 'ACFT X TURN R 360 DEGS CONVERGING ACFT.' WE ACKNOWLEDGED TURN AND CALLED 'ACFT IN SIGHT' PASSING FL293. SCOTTISH THEN GAVE US 'DIRECT NEWCASTLE.' WE ACKNOWLEDGED 'DIRECT NEWCASTLE, LEVELING FL310.' AT THIS TIME A NEW CTLR CAME OVER THE RADIO AND SAID TO ACFT Y HE WAS NEW CTLR, OLD CTLR HAD BEEN RELIEVED. DISTANCE OF SEPARATION WAS ACKNOWLEDGED BY CTLR AS 1 MI HORIZ. WE ESTIMATED 500 VERT. ACFT Y SAID HE WOULD FILE.
