Narrative:
Air carrier X northbound, ready for descent into tol. Air carrier Y, climbing nebound ind to rod J29 lga. When I assumed responsibility air carrier X was very high and not on the preferential route to tol. I first turned air carrier X 15 degrees right to clear the 2 wbound aircraft at FL310 and to avoid a multiple aircraft at rod (refer to diagram). An medium large transport was then cleared to deviate south of course for WX around mie. Air carrier X was given descent clearance to FL240 clearing the FL310 wbound. My d-side called cle to apprise air carrier X not being on the preferential routing. They unabled the request. The appleton sector (to my right) flashed NORDO air carrier. I took the handoff and my d-side told me they were unable to contact him (NORDO). I turned air carrier X further right to 025 degrees to miss NORDO, issued preferential routing, and a H dg to join it leaving FL270 (to clear air carrier Y). Mode C showed air carrier X rate of descent 2400 FPM. Air carrier Y then give direct rod and climb to FL290. ZOB flashed air carrier Z (automatic-climb to FL290), traffic for air carrier Y. I called them to stop him at FL280, but they didn't answer. The FL310 wbound on the north side asked to deviate south for WX. Since this would cause conflict with the parallel at FL310, I had the d-side coordinate before I issued up to 20 degree left deviation. Air carrier Z called and I stopped him at FL280. When I saw air carrier X (now only 1800 FPM) wouldn't get below air carrier Y (now level FL290), I gave air carrier X a 050 degree heading and turned air carrier Y 30 degrees left. A few seconds later, air carrier X was given a 070 heading, but the rates of turn only got me 4 mi. I was working the sector just 6 mins before the aedp machine activated. We get air carrier X on top of the dtw and cle arrs every day form our south side. Air carrier X doesn't have the preferential route in their canned flight plans.

ACR Z CALLED AND I STOPPED HIM AT FL280. WHEN I SAW ACR X (NOW ONLY 1800 FPM) WOULDN'T GET BELOW ACR Y (NOW LEVEL FL290), I GAVE ACR X A 050 DEG HDG AND TURNED ACR Y 30 DEGS L. A FEW SECONDS LATER, ACR X WAS GIVEN A 070 HDG, BUT THE RATES OF TURN ONLY GOT ME 4 MI. I WAS WORKING THE SECTOR JUST 6 MINS BEFORE THE AEDP MACHINE ACTIVATED. WE GET ACR X ON TOP OF THE DTW AND CLE ARRS EVERY DAY FORM OUR S SIDE. ACR X DOESN'T HAVE THE PREFERENTIAL RTE IN THEIR CANNED FLT PLANS.
