Air carrier X was holding and air carrier Y was descended through his altitude, without ensuring positive separation. Just to add to situation, all aircraft in sector were doing some kind of deviating for WX.

Narrative: ACR X WAS HOLDING AND ACR Y WAS DSNDED THROUGH HIS ALT, WITHOUT ENSURING POSITIVE SEPARATION. JUST TO ADD TO SIT, ALL ACFT IN SECTOR WERE DOING SOME KIND OF DEVIATING FOR WX.
