Narrative:
Cleared ILS 9L fll. Tower cleared us to land and issued TA of a helicopter over the expressway (by tower). TCASII followed with an advisory with traffic off right wing, coalt. TCASII RA followed at approximately 400 ft AGL. During discussion after landing which followed with tower chief, he felt that having this situation occur was justified due to the fact that the tower had both aircraft in sight! We at no time had the helicopter in sight.

Title: PIC ALLOWS FO, PF, TO EXECUTE A GAR BASED ON THE TCASII RA RECEIVED ON KNOWN, IDENTED ROTARY WING TFC IN PROX TO APCH PATH. PIC RPTR CONSIDERS THIS A POTENTIAL CONFLICT.
Narrative: CLRED ILS 9L FLL. TWR CLRED US TO LAND AND ISSUED TA OF A HELI OVER THE EXPRESSWAY (BY TWR). TCASII FOLLOWED WITH AN ADVISORY WITH TFC OFF R WING, COALT. TCASII RA FOLLOWED AT APPROX 400 FT AGL. DURING DISCUSSION AFTER LNDG WHICH FOLLOWED WITH TWR CHIEF, HE FELT THAT HAVING THIS SITUATION OCCUR WAS JUSTIFIED DUE TO THE FACT THAT THE TWR HAD BOTH ACFT IN SIGHT! WE AT NO TIME HAD THE HELI IN SIGHT.
