Narrative:
I had just departed cou on runway 20, was in a right turn for my on course heading to the destination airport, at an altitude 1500 ft MSL. I suddenly noticed some movement out of the corner of my eye and looked to the left to see an FAA small transport Y in a bank to the left. The crew of the small transport evidently saw me in time to take the evasive action but I did not see them until they appeared from behind the left wing of my aircraft. I called the cou ATCT to inquire if they had any reported traffic south of the airport, they said they did not. The controller also stated that he too had seen the small transport Y. Cou ATCT checked via landline with the jef ATCT and reported that jef ATCT was working a FAA flight check aircraft. Jef airport is on a bearing of 164.5 degrees at 13.5 mi from cou airport. As best I could determine no effort was made by the FAA crew or the controller at either cou ATCT or jef ATCT to communicate or to coordinate traffic around the 2 airports.

Title: NMAC.
Narrative: I HAD JUST DEPARTED COU ON RWY 20, WAS IN A R TURN FOR MY ON COURSE HDG TO THE DEST ARPT, AT AN ALT 1500 FT MSL. I SUDDENLY NOTICED SOME MOVEMENT OUT OF THE CORNER OF MY EYE AND LOOKED TO THE L TO SEE AN FAA SMT Y IN A BANK TO THE L. THE CREW OF THE SMT EVIDENTLY SAW ME IN TIME TO TAKE THE EVASIVE ACTION BUT I DID NOT SEE THEM UNTIL THEY APPEARED FROM BEHIND THE L WING OF MY ACFT. I CALLED THE COU ATCT TO INQUIRE IF THEY HAD ANY RPTED TFC S OF THE ARPT, THEY SAID THEY DID NOT. THE CTLR ALSO STATED THAT HE TOO HAD SEEN THE SMT Y. COU ATCT CHKED VIA LANDLINE WITH THE JEF ATCT AND RPTED THAT JEF ATCT WAS WORKING A FAA FLT CHK ACFT. JEF ARPT IS ON A BEARING OF 164.5 DEGS AT 13.5 MI FROM COU ARPT.
