Narrative:
At approximately 3000 ft on the GS, approach control made the handoff to fll tower. We were given landing clearance and advised of a banner tow at 12 O'clock and 1000 ft and additional traffic they had not contact with, maneuvering north of the localizer at 2000 ft. The banner tow was below the GS and no factor. The 'NORDO' turned southeast and then east toward fll and appeared to be on or just north of the 9L localizer. It appeared that we would pass under the intruder by 1000 ft on the GS. As we closed on the traffic, it was apparent he had extended his flaps and had initiated a descent. This was verified on our TCASII display. We elected to abandon our approach, turned out to the right and advised the tower. We were instructed to turn right and climb to 15000 ft and then a left turn to 090 degrees. During this maneuver we received a 'climb -- climb' RA on TCASII and sighted another aircraft on a descending right, base-to- final turn to runway 9R at fll. Our existing climb and turn rates were adequate for separation and not conflict occurred.

Title: ACR ON APCH EXECUTES MISSED APCH DUE TO SECOND ACFT NOT IN COM DSNDING ON APCH PATH.
Narrative: AT APPROX 3000 FT ON THE GS, APCH CTL MADE THE HDOF TO FLL TWR. WE WERE GIVEN LNDG CLRNC AND ADVISED OF A BANNER TOW AT 12 O'CLOCK AND 1000 FT AND ADDITIONAL TFC THEY HAD NOT CONTACT WITH, MANEUVERING N OF THE LOC AT 2000 FT. THE BANNER TOW WAS BELOW THE GS AND NO FACTOR. THE 'NORDO' TURNED SE AND THEN E TOWARD FLL AND APPEARED TO BE ON OR JUST N OF THE 9L LOC. IT APPEARED THAT WE WOULD PASS UNDER THE INTRUDER BY 1000 FT ON THE GS. AS WE CLOSED ON THE TFC, IT WAS APPARENT HE HAD EXTENDED HIS FLAPS AND HAD INITIATED A DSCNT. THIS WAS VERIFIED ON OUR TCASII DISPLAY. WE ELECTED TO ABANDON OUR APCH, TURNED OUT TO THE R AND ADVISED THE TWR. WE WERE INSTRUCTED TO TURN R AND CLB TO 15000 FT AND THEN A L TURN TO 090 DEGS. DURING THIS MANEUVER WE RECEIVED A 'CLB -- CLB' RA ON TCASII AND SIGHTED ANOTHER ACFT ON A DSNDING R, BASE-TO- FINAL TURN TO RWY 9R AT FLL. OUR EXISTING CLB AND TURN RATES WERE ADEQUATE FOR SEPARATION AND NOT CONFLICT OCCURRED.
