Narrative:

Our mission was to check crossville ILS system. When we arrived overhead, the WX was marginal to conduct flight check inspection. We were able to conduct the first portion of the check in radar vector altitude (MVA) and comply with IFR/VFR rules. Later in the check we needed to be lower and this required us to be below MVA and did not assure terrain clearance. So VFR is required for this check. We cancelled IFR and hoped to achieve cloud terrain clearance to do flight check. We were going into and out of the clouds by this time. I expressed my concern that we ought to do check later in better flight conditions. The 'PIC' though it was going to wide open and elected to continue the check. While on the approach inbound, an small aircraft was inbound and we just missed each other. We never saw him. My concern is that 'PIC,' 'capts,' and so on, should listen to the crew and not disregard them. My life and the other crew member, plus the small aircraft pilot and passenger lives were in danger.

Title: AN SMT FLT CHK ACFT TRIED TO MAINTAIN VFR IN IMC. THE RESULT WAS AN NMAC.

Narrative: OUR MISSION WAS TO CHK CROSSVILLE ILS SYS. WHEN WE ARRIVED OVERHEAD, THE WX WAS MARGINAL TO CONDUCT FLT CHK INSPECTION. LATER IN THE CHK WE NEEDED TO BE LOWER AND THIS REQUIRED US TO BE BELOW MVA AND DID NOT ASSURE TERRAIN CLRNC. SO VFR IS REQUIRED FOR THIS CHK. WE CANCELLED IFR AND HOPED TO ACHIEVE CLOUD TERRAIN CLRNC TO DO FLT CHK. WE WERE GOING INTO AND OUT OF THE CLOUDS BY THIS TIME. I EXPRESSED MY CONCERN THAT WE OUGHT TO DO CHK LATER IN BETTER FLT CONDITIONS. THE 'PIC' THOUGH IT WAS GOING TO WIDE OPEN AND ELECTED TO CONTINUE THE CHK. WHILE ON THE APCH INBOUND, AN SMA WAS INBOUND AND WE JUST MISSED EACH OTHER. WE NEVER SAW HIM. MY CONCERN IS THAT 'PIC,' 'CAPTS,' AND SO ON, SHOULD LISTEN TO THE CREW AND NOT DISREGARD THEM. MY LIFE AND THE OTHER CREW MEMBER, PLUS THE SMA PLT AND PAX LIVES WERE IN DANGER.
