Narrative:
On climb out from boise en route to slc we were cleared to 12000 ft heading of 110 degree direct to byi. Approaching 8000 ft TCASII said 'traffic, traffic' 5 mi off nose and +3.1. TCASII then gave monitor vertical speed with red radial on vsi from 0 rate of climb on upwards. I was hand flying and leveled approximately 8000 ft and make slight right turn -- visually acquired an small transport. Maintaining visual on the small transport, departure instructed us to turn left 070 degree which couldn't have been a worse call. We continued and once clear of traffic continued to climb to 12000. Departure made no mention of traffic and then instructed us to fly 110 degree direct byi and switch to salt lake center. The traffic passed within 1000 ft (as shown on TCASII) and approximately 1000 ft horizontally. We elected to contact boise departure by phone after landing in slc -- which we did. Controller with boise tower said they would 'look into it.' all 3 of us in the cockpit feel that had we not had TCASII and not visually acquired the tan small transport that we were disasterbound.

Narrative: ON CLBOUT FROM BOISE ENRTE TO SLC WE WERE CLRED TO 12000 FT HDG OF 110 DEG DIRECT TO BYI. APCHING 8000 FT TCASII SAID 'TFC, TFC' 5 MI OFF NOSE AND +3.1. TCASII THEN GAVE MONITOR VERT SPD WITH RED RADIAL ON VSI FROM 0 RATE OF CLB ON UPWARDS. I WAS HAND FLYING AND LEVELED APPROX 8000 FT AND MAKE SLIGHT R TURN -- VISUALLY ACQUIRED AN SMT. MAINTAINING VISUAL ON THE SMT, DEP INSTRUCTED US TO TURN L 070 DEG WHICH COULDN'T HAVE BEEN A WORSE CALL. WE CONTINUED AND ONCE CLR OF TFC CONTINUED TO CLB TO 12000. DEP MADE NO MENTION OF TFC AND THEN INSTRUCTED US TO FLY 110 DEG DIRECT BYI AND SWITCH TO SALT LAKE CTR. THE TFC PASSED WITHIN 1000 FT (AS SHOWN ON TCASII) AND APPROX 1000 FT HORIZLY. WE ELECTED TO CONTACT BOISE DEP BY PHONE AFTER LNDG IN SLC -- WHICH WE DID. CTLR WITH BOISE TWR SAID THEY WOULD 'LOOK INTO IT.' ALL 3 OF US IN THE COCKPIT FEEL THAT HAD WE NOT HAD TCASII AND NOT VISUALLY ACQUIRED THE TAN SMT THAT WE WERE DISASTERBOUND.
