Narrative:
We were cleared to climb from FL310 to FL330. I began climbing at 1000 FPM. Aircraft began losing speed to below normal climb speed at which time aircraft encountered turbulence. We descended from 32500 to 31500 in order to build airspeed back to normal before resuming climb. Atl center was called requesting FL310 until we resumed climb speed. Short time later we were cleared from FL310 to FL330.

Title: FLC OF ACR WDB ACFT WERE UNABLE TO CLB AS INSTRUCTED BY ATC AT HIGH ALT DUE TO TURB.
Narrative: WE WERE CLRED TO CLB FROM FL310 TO FL330. I BEGAN CLBING AT 1000 FPM. ACFT BEGAN LOSING SPD TO BELOW NORMAL CLB SPEED AT WHICH TIME ACFT ENCOUNTERED TURB. WE DSNDED FROM 32500 TO 31500 IN ORDER TO BUILD AIRSPD BACK TO NORMAL BEFORE RESUMING CLB. ATL CTR WAS CALLED REQUESTING FL310 UNTIL WE RESUMED CLB SPD. SHORT TIME LATER WE WERE CLRED FROM FL310 TO FL330.
